Human Capital - accountability
- industry ought to be held accountable via the government legislation - enforcement (ends do not justify means)
- research ought to be regulated via governmentally enforced research protocols, ethical reviews and strict consentment procedures (ends do justify means)
- variation of practices towards accountability within and between countries (government) is noted
- variation of practices -and accountability therein- within research communities is not alluded to
- scientists are accountable to the public but the public is to be informed by those same scientists
