Human Capital - accountability

• industry ought to be held accountable via the government legislation - enforcement (ends do not justify means)
• research ought to be regulated via governmentally enforced research protocols, ethical reviews and strict consentment procedures (ends do justify means)
• variation of practices towards accountability within and between countries (government) is noted
• variation of practices -and accountability therein- within research communities is not alluded to
• scientists are accountable to the public but the public is to be informed by those same scientists
